Step 1 (gate): Read ONLY [the one signal: page hash / newest item id / count]. Compare it to state.json. If it is unchanged, reply "NO_CHANGE" and stop. Do not take a quick look around.
Step 2 (only if it changed): [the full job]. Save the new signal to state.json. Add one line to runlog.md.
If nothing qualifies, don't message me. Never wait for approval at night; queue a draft instead.

Rules of thumb

Use an event trigger instead of a schedule when one exists, and keep it narrow.
Choose the slowest schedule the job can tolerate: CI 15 min, inbox hourly, competitor pages daily.
Keep your own run log, because platforms only keep the last few runs.
